Geoscience Policy Monthly Review: October 2013

Federal Register

DOI -- The Department of the Interior issued a final rule that amends the Bureau of Safety and Environmental Enforcement (BSEE) oil and gas resources regulations. The rule updates fees that cover BSEE's cost of processing and filing certain documents relating to its oil and gas resources program. [Tuesday, October 1, 2013, (Vol. 78, No. 190)]

DOI -- The Department of Energy announced they will hold a meeting for the National Coal Council (NCC). The NCC provides advice and guides the Secretary of Energy on policy relevant to coal and the coal industry. The meeting is open to the public and will be held Nov.1 at 9:00 am in Washington, D.C.  [Wednesday, October 2, 2013, (Vol. 78, No. 191)]

NOAA - National Oceanic and Atmospheric Administration will hold a Science Advisory Board (SAB) meeting will on Tuesday, November 19, 2013 at10:00 a.m. in the Washington, D.C. area. The SAB provide necessary input to ensure that NOAA science programs are of the highest quality and is open to the public. [Wednesday, October 2, 2013, (Vol. 78, No. 191)]

EPA - The Environmental Protection Agency announced an extension of the public comment period for the draft Toxicological Review of Benzo[a]pyrene. The public comment period began on August 21, 2013, and is now extended to November 21, 2013. [Thursday, October 23, 2013, (Vol. 78, No. 206)]

NASA - The National Aeronautics and Space Administration announced a meeting of the Planetary Science Subcommittee of the NASA Advisory Council. The meeting will be held via teleconference and WebEx on November 5, 2013, 11:00 a.m EST. Anyone may join the teleconference by calling 800-857-7040, pass code PSS. NOAA - The National Oceanic and Atmospheric Administration issued a notice to adopt modified tidal datums in areas of anomalous relative sea-level trends using a 5 year time period for determination of tide level datums. Previously the tidal datums were updated every 20-25 years. The National Ocean Service recognized the need to collect accurate information for areas with high rates of relative sea level change. NASA - The National Aeronautics and Space Administration will hold a meeting of the Planetary Protection Subcommittee of the NASA Advisory Council. The purpose of the meeting is to solicit scientific and technical information to aid in program planning. The meeting will be held on Tuesday, November 12, 2013 at 9:00 a.m and is open to the public. NASA - The National Aeronautics and Space Administration has rescheduled the NASA Asteroid Initiative Idea Synthesis public conference to November 20, 2013 at 7:00pm CST. [Monday, October 28, 2013, (Vol. 78, No. 208)]

EPA - The Environmental Protection Agency issued a notice of the adjusted penalty amounts for excess emissions for sulfur dioxide and nitrogen oxide of fossil- fuel fired utility units. The penalties fall under the Acid Rain Program within the Clean Air Act. The EPA released that the penalty in 2014 for excess sulfur and nitrogen oxides is $3,754 per excess ton. NOAA - The National Oceanic and Atmospheric Administration will hold a National Climate Assessment and Development Advisory Committee meeting on November 18, 2013 at 3:15 pm. The public is invited to participate through conference call. The advisory committee provides recommendations for the development of global climate change assessments. DOE - The Department of Energy announced an open meeting of the Biomass Research and Development Technical Advisory Committee. The goal of the meeting is to provide advice and oversight for research and development for biobased fuels and products. The meeting is Nov. 21 & 22 in Washington, DC. DOI - The National Earthquake Prediction Evaluation Council (NEPEC), within the Department of the Interior,  will hold a meeting to advise the  Director of the U.S. Geological Survey on proposed earthquake predictions and the validity of earthquake prediction data related to earthquake prediction. The meeting will take place on November 4 and 5, 2013, at the U.S. Geological Survey (USGS) in Menlo Park, California. [Wednesday, October 30, 2013, (Vol. 78, No. 210)]

DOI - The Department of the Interior’s advisory committee on Scientific Earthquake Studies (SESAC) will hold a meeting to advise the Director of the U.S. Geological Survey to provide guidance for the National Earthquake Hazards Reduction Program. Topics for this meeting include budget sequestration, rock mechanics research, induced seismicity, earthquake early warning and national earthquake hazard mapping.  [Wednesday, October 30, 2013, (Vol. 78, No. 210)]

NASA - The National Aeronautics and Space Administration announced a meeting of the National Space-Based Positioning, Navigation, and Timing (PNT) Advisory Board. The meeting is open to the public and  will be held on December 4 & 5th in Washington, DC. [Wednesday, October 30, 2013, (Vol. 78, No. 210)]

NOAA - The National Oceanic and Atmospheric Administration’s Integrated Ocean Observing System (IOOS) Program announced a formal meeting for the data management and communications team. The IOOC was established by Congress under the Integrated Coastal and Ocean Observation System Act of 2009 and created under the National Ocean Research Leadership Council (NORLC). The meeting will be held on November 19, 2013 and is open to the public via conference call. [Wednesday, October 30, 2013, (Vol. 78, No. 210)]

EPA - The Environmental Protection Agency issued a notice for an open comment period for the document, “Best Practices for Continuous Monitoring of Temperature and Flow in Wadeable Streams.” The comment period is open for 30 days beginning on October 31, 2013. Comments may be submitted electronically to www.regulations.gov. [Thursday, October 31, 2013, (Vol. 78, No. 211)]

NSF - The National Science Foundation is collecting information on awardee reporting requirements for the Experimental Program to Stimulate Competitive Research (EPSCoR). A federal grant program led by NSF, EPSCoR helps states develop and enhance research institutions and capabilities. Comments may be submitted before December 30, 2013.
