Nuclear Waste Independent Review Act - Directs the President to establish the Nuclear Waste Policy Review Commission, independent of the Department of Energy and other Federal agencies, to review, and report to Congress on, U.S. nuclear waste policy, including issues related to: (1) the storage and disposal of high-level, transuranic, and low-level radioactive wastes; and (2) funding through the Nuclear Waste Fund. Prohibits the issuance of any license for a facility for the storage or disposal of radioactive waste until the Commission submits its report. Authorizes appropriations.
