DIGEST (prepared by Congressional Research Service for bill as introduced): Minerals Management Service Organic Act - Establishes the Minerals Management Service within the Department of the Interior and under the charge of a Director who shall report to the Assistant Secretary for Land and Minerals Management. Directs the Service to: (1) promote and regulate the use of lands on the Outer Continental Shelf; and (2) administer a program for the collection, distribution, accounting for and auditing of revenues owed by holders of mineral leases on Federal, offshore, and Indian lands.
