AGI GAP Update on Classroom Technology Issues (9-15-97)

Several bills have been introduced recently that encourage the use of technology in the classroom. The Technology for Teachers Act provides strategies to better educate teachers about the uses of technology and The 21st Century Classrooms Act provides tax incentives for companies that donate computers to schools.

On June 25, 1997, Rep. Connie Morella (R-MD) introduced
H.R. 2065, which is cosponsored by Rep. Bruce Vento (D-MN). H.R. 2065 is identical to S. 839, which was introduced by Sen. Jeff Bingaman (D-NM) on June 5, 1997 and is cosponsored by Sen. Patty Murray (D-WA). Both bills seek "to improve teacher mastery and use of educational technology." H.R. 2065 has been referred to the House Committee on Education and the Workforce and S. 839 has been referred to the Senate Committee on Labor and Human Resources.

The Technology for Teachers Act addresses the lack of educational technology training among teachers in the United States. In 1994 only fifteen percent of U.S. teachers had at least nine hours of training in educational technology.

The Act seeks to improve the use and understanding of educational technology with the following activities:

21st Century Classrooms Act
In early August, President Clinton signed the 21st Century Classrooms Act into law. Based on legislation proposed by Rep. Duke Cunningham (R-CA), the law will allow companies donating computers to schools within two years of purchase to deduct the full purchase price of the computers. Provisions include:
